About the Talent Development Committee
The Talent Development Committee (“the Committee”) is responsible for talent development in the Macao Special Administrative Region (SAR).
To supplement Law No. 7/2023 “The Legal System for Talent Recruitment”, the Government has promulgated Administrative Regulation No. 20/2023 “The Talent Development Committee”, which redefines the composition and function of the Committee.
The main contents of No. 20/2023 Administrative Regulation are as follows:
1. The Regulation clarifies the Committee’s responsibilities in the fields of talent training and talent recruitment;
2. The Committee is chaired by the Chief Executive. Its members include representatives of Macao’s higher education institutions, representatives of government departments or entities related to key industries, as well as well-recognised individuals and professionals in their respective fields.
3. The Committee operates through plenary sessions and Task Forces. The dedicated Task Forces are responsible for talent training and talent recruitment. The Regulation defines the responsibilities and powers of the Committee and the Task Forces.
4. The Committee has a secretariat, which receives human and financial resources as well as administrative and technical support from the Education and Youth Development Bureau.
