Introduction to the Talent Development Committee

The Talent Development Committee (hereinafter referred to as the Committee) is responsible for carrying out talent development work for the Government of the Macao Special Administrative Region (MSAR). In line with the implementation of Law No. 7/2023 ‘Legal System for Talent Recruitment’, the MSAR Government has promulgated Administrative Regulation No. 20/2023 ‘Talent Development Committee’, which redefines the organisation and operation of the Committee.Main content of the Regulation includes:

1. It clarifies the Committee’s responsibilities for talent cultivation and talent recruitment;

2. The Committee is chaired by the Chief Executive and comprises members including representatives from local higher education institutions, representatives from government departments or public entities related to the key industries, as well as well-recognised individuals and professionals in their respective fields;

3. The Committee operates through plenary sessions and task forces. Dedicated task forces are created for talent cultivation and talent recruitment purposes. The Regulation also defines the responsibilities and powers of the Committee and its task forces;

4. The Committee has a secretariat, for which the Education and Youth Development Bureau provides human and financial resources as well as administrative and technical support.

The Committee has a secretariat, which is headed by a Secretary-General with the assistance of a Deputy Secretary-General and operates under the authority of the Chief Executive, with the following composition:

The following task forces are established within the Committee:

1. Task Force on the High-End Talents Programme;

2. Task forces formed under resolution carried in a plenary meeting, according to the professional fields or industry sectors of targeted talent:

     1) Task Force for the Big Health Industry;

     2) Task Force for the High-Tech Industry;

     3) Task Force for the Modern Finance Industry;

     4) Task Force for Culture, Sport and Other Industries;

3. Task Force on the Implementation of Policies on Talent Cultivation.

The Talent Review and Recruitment Committee and Its Composition

Law No. 7/2023 ‘Legal System for Talent Recruitment’ provides for the establishment of a Talent Review and Recruitment Committee, which acts alongside the Talent Development Committee and the Public Security Police Force as a competent entity for the implementation of the law. The Talent Review and Recruitment Committee selects talent to be recommended for recruitment in accordance with the actual needs for the economic and social development of Macao. The Talent Review and Recruitment Committee is composed of the following members:
