Macao and Hengqin authorities promote talent policies to Macao’s industrial and commercial sectors

On 20 May, the Talent Development Committee, in partnership with the Economic Development Bureau of the Guangdong–Macao In-Depth Cooperation Zone in Hengqin (ECDHengqin), hosted an information session on talent policies at the premises of the Macao Chamber of Commerce. The event aimed to enhance the understanding of talent policies in both places among Macao’s industrial and commercial sectors, while encouraging local businesses to make full use of the MSAR’s talent policies and institutional advantages, seize development opportunities brought about by Macao–Hengqin integration, and work in unison to drive talent and industrial upgrading in Macao, thereby supporting the region’s appropriate economic diversification. The information session attracted about 200 representatives from member enterprises.

Macao aligns its talent initiatives closely with national policies, encouraging industries to seize opportunities

During the session, Kong Chi Meng, secretary-general of the Talent Development Committee, introduced a series of initiatives related to Macao’s talent policies, including key improvements under the third round of talent recruitment programmes, the effectiveness of the talent recruitment system, expansion and support services of the inter-departmental working groups, and the integrated development of Macao and Hengqin. The MSAR Government is actively advancing alignment between the talent management systems of the two territories by means of multi-pronged measures. Through this information session, it is hoped that the local industrial and commercial sectors will increase their knowledge of the talent policies and future opportunities in both Macao and the Cooperation Zone, thereby jointly fostering high-quality industrial development under the ‘1+4’ strategy.

New talent policy in the Cooperation Zone creates favourable conditions for Macao people and enterprises

Ju Xiaoxi, deputy chief of the Science, Technology and Talent Division at ECDHengqin, gave a presentation on the previously released ‘Several Measures for Supporting High-Quality Talent Development in the Guangdong–Macao In-Depth Cooperation Zone in Hengqin’, highlighting major incentives including providing allowances for high-end talent and outstanding talent who meet the necessary requirements and are recruited by Macao; granting complementary funding for projects that bring R&D outcomes to the Cooperation Zone for pilot testing and commercialisation, serving as additional support alongside the Technology Research and Development Talent Funding Scheme under Macao’s Science and Technology Development Fund; and offering subsidies to facilitate cross-border practice for Macao professionals and boost entrepreneurship and employment for Macao youth in the Cooperation Zone.

Continuous efforts are made to promote talent policies and attract high-level global talent

Following the presentation, authorities from Macao and Hengqin responded to participants’ queries regarding the relevant talent policies and application rules for the talent recruitment programmes. In his speech, Frederico Ma Chi Ngai, chairman of the Macao Chamber of Commerce, expressed his gratitude to the authorities from both places for elucidating the talent policy frameworks for chamber members. He noted that talent policies are closely linked to the development of the industrial and commercial sectors, representing a significant opportunity for enterprise growth and industrial upgrading. The information session was conducive to deepening exchanges between the industrial and commercial sectors and the governments on talent-related matters, enabling member enterprises to more accurately grasp the core orientation of the talent policies and proactively leverage the MSAR Government’s talent initiatives.

The MSAR Government launched its third round of talent recruitment programmes in December 2025. To familiarise prospective applicants with relevant details, the Talent Development Committee has held a number of briefing sessions targeted at the general public, enterprises, higher education institutions and foreign nationals, among other audiences. Moving forward, sustained promotional efforts will be made to attract high-level talent to Macao, thereby building a stronger talent pool to support industrial diversification in the region.

The Talent Development Committee carries out a series of talent recruitment work to create conditions for attracting international talents

In order to actively position Macao as an international hub for high-calibre talents, the Talent Development Committee has been carrying out a series of talent-related work and continuously strengthening the promotion of its talent policies to attract top international talents to Macao. Furthermore, the Committee is enhancing cooperation with the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, leveraging resource advantages and achieving synergies to create a favourable environment for drawing in top talents so as to achieve the aim of ‘building nests to attract phoenixes’.

The efforts in talent recruitment have achieved positive results

In line with the SAR government’s development positioning of ‘Macao + Hengqin’ and in coordination with the orderly implementation of major projects such as Macao-Hengqin International Education (University) Town, the Committee has been strengthening collaboration with the Cooperation Zone to promote joint talent recruitment, including jointly exploring and studying the ‘Macao-Hengqin Talent Card’.  The Cooperation Zone held the ‘Press Conference on Supporting High Quality Talent Development in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin’ on 13 April. The alignment of rules and regulations between Macao and Hengqin will be advanced, thus improving the soft environment for attracting and serving talents in both places, and gathering more international talents.

The Committee has been continuously carrying out a series of talent-related work. Since the launch of the Talent Recruitment Programmes in 2023, it has successfully introduced academicians of the Chinese Academy of Engineering, gold medallists, winners of the Science Exploration Award, and leading figures from the four key industries. These talents have successively contributed to the development of Macao's four key industries. While supporting the diversified economic development of Macao, they are also nurturing local talents through ‘mentoring’ them.

Briefing sessions held on application and onboarding support

In conjunction with the launch of the third round of Talent Recruitment Programmes, the Committee has held four briefing sessions targeting enterprises, higher education institutions, and foreigners, attracting nearly 500 participants. To help more applicants from around the world understand the Programmes, additional briefing sessions will be held from May to August this year, providing live streaming and simultaneous interpretation services.

To increase the efforts in attracting talents and providing onboarding support for them, the Committee set up two interdepartmental working groups in 2025, namely the ‘Talent Promotion and Expansion Group’ and the ‘Talent Service Group’. By leveraging the role of its members as local contacts at Macao’s overseas offices, and participating in investment promotion events held inside and outside Macao, organised by members of the Commerce and Investment Promotion Institute and Economic and Technological Development Bureau, Macao’s talent policies are jointly promoted. Additionally, the working groups plan to hold thematic seminars in the second half of the year to help talents understand Macao’s industrial policies, thereby accelerating their investment and various development initiatives in Macao.

Government-society collaboration to elevate the level of policy promotion

In terms of promoting talent policies, the Committee held its first talent exchange event at the end of last year through government-society collaboration. Nearly 100 recruited talents interacted with government representatives from Macao and Hengqin, as well as representatives from local chambers of commerce and associations. The Committee also signed memoranda of understanding with three local business and trade associations to enhance resource sharing between the government and social sectors, jointly promote Macao's talent policies, and attract more international talents to Macao for their career development.

In addition, the Committee has launched the 'Talent Stories' series. Until now, 70 local and returning talents from various fields have been interviewed. They share stories about how they struggle, grow, and develop in Macao. Through their stories, the series tells the outside world that Macao is a vibrant city with many opportunities. In the future, the Committee will adhere to the principle of ‘recruiting the right talents, retaining and maximising them’. In line with national development strategies and Macao’s industrial layout, the Committee will continue to optimise talent introduction policies and service measures. Through various approaches and by leveraging different platforms, it will strive to promote Macao’s talent policies to local and foreign talents, so as to attract outstanding talents from around the world.

Macao Special Administrative Region’s 3rd Round of Talent Recruitment Programmes public briefing session will soon be open for registration

To facilitate public understanding of the details and application procedures for the 3rd Round of Talent Recruitment Programmes, the Talent Development Committee will organise two public briefing sessions. The first session is scheduled for 11:00 a.m. on 15 January 2026, with registration open from 3 to 10 January. Individuals from around the world who are interested in applying for the programmes are welcome to participate.

The Macao Special Administrative Region Government has launched the 3rd Round of Talent Recruitment Programmes, which will run from 2 December 2025 to 1 December 2026. The Programmes continue to accept applications globally under nine programmes targeting three talent categories, namely: the High-End Talents Programme, four Outstanding Talent Programmes and four Advanced Professionals Programmes. These programmes are aligned with the following key industries: Big Health, High-Tech, Modern Finance, as well as Cultural, Sports and Other Industries.

To enhance the public understanding of the programmes, following the earlier briefing sessions for enterprises, the Talent Development Committee will organise two public briefing sessions. The first session will be held at 11 a.m. on 15 January 2026. It will focus on introducing the application procedures, required documentation and key points for attention regarding the 3rd Round of Talent Recruitment Programmes. This will include an explanation of how applicants can utilise the upgraded functions of the e-application platform to better understand what documents are required for submission, thereby improving the accuracy of their applications. The session will also introduce the streamlined and fully digitalised approval process, which enables applicants to track the progress of their applications at any time. The briefing session will be accessible online as well, with simultaneous Portuguese interpretation provided.

The first public briefing session will accept registrations from 10 a.m. on 3 January 2026 until 5 p.m. on 10 January 2026. Individuals interested in applying for the programmes may register via the dedicated webpage (https://trplatform.cdqq.gov.mo/latest-news/en/briefingsession) and choose to attend the briefing session either in person or online. Successful registrants will be notified by email on or before 13 January.

The second public briefing session will be held on 6 February 2026. It will be accessible both in person and online, with simultaneous English interpretation provided. Macao SAR's New Round of Talent Recruitment Programmes Opens for Applications from May 21

To facilitate the "1+4" strategy for the development of adequate economic diversification as well as further support local industries and sustainable social development, the Government of the Macao Special Administrative Region (SAR) launches its new round of talent recruitment programmes from May 21 to November 20, 2024. The 9 programmes include the High-end Talents Programme, the Outstanding Talents Programmes and the Advanced Professionals Programmes for the Big Health Industry, the High-Tech Industry, the Modern Finance Industry, as well as the Culture, Sports and Others Industries.

The applications for the first round of the talent recruitment programmes have closed during the first quarter of 2024. As of 30th April 2024, valid applications have totalled 1,107, of which 387 individuals have been included in the Recommended Selection List, including 22 high-end talents, 83 outstanding talents, and 282 advanced professionals.

In order to attract more talents that can drive and support Macao's development, the application requirements and evaluation criteria of the new round of the talent recruitment programmes have been optimised. The required professional fields and the lists of Professions in Short Supply have been expanded to meet the needs of promoting high-quality development of Macao's industries. Furthermore, the Advanced Professionals Programme will attract graduates who study the "1+4" industry-related disciplines in the world’s top universities and top graduates from Macao’s higher education institutions, so as to provide the city with high-quality young professionals necessary for its diversified development.

The competent entities for the Talent Recruitment Programmes will verify the documents and materials submitted by the applicants according to the specific requirements of the applicable talent recruitment programme. Applicants will be evaluated based on their contributions to enhancing innovation, competitiveness, international recognition, or promoting diversified economic development of the Macao SAR. The professional knowledge, qualifications, or experience possessed by the applicants pertaining to the professional sectors will also be considered as a priority during the evaluation process. The Talent Recruitment System follows a rigorous vetting and reviewing process with each application undergoing a multi-layered monitoring system. Different collaborative competent entities and government departments will ensure that the applicants meet the requirements and evaluation criteria of the relevant programmes, and that the recruited talents are capable in supporting the economic and social development of the Macao SAR.
