Macao and Hengqin authorities promote talent policies to Macao’s industrial and commercial sectors

On 20 May, the Talent Development Committee, in partnership with the Economic Development Bureau of the Guangdong–Macao In-Depth Cooperation Zone in Hengqin (ECDHengqin), hosted an information session on talent policies at the premises of the Macao Chamber of Commerce. The event aimed to enhance the understanding of talent policies in both places among Macao’s industrial and commercial sectors, while encouraging local businesses to make full use of the MSAR’s talent policies and institutional advantages, seize development opportunities brought about by Macao–Hengqin integration, and work in unison to drive talent and industrial upgrading in Macao, thereby supporting the region’s appropriate economic diversification. The information session attracted about 200 representatives from member enterprises.

Macao aligns its talent initiatives closely with national policies, encouraging industries to seize opportunities

During the session, Kong Chi Meng, secretary-general of the Talent Development Committee, introduced a series of initiatives related to Macao’s talent policies, including key improvements under the third round of talent recruitment programmes, the effectiveness of the talent recruitment system, expansion and support services of the inter-departmental working groups, and the integrated development of Macao and Hengqin. The MSAR Government is actively advancing alignment between the talent management systems of the two territories by means of multi-pronged measures. Through this information session, it is hoped that the local industrial and commercial sectors will increase their knowledge of the talent policies and future opportunities in both Macao and the Cooperation Zone, thereby jointly fostering high-quality industrial development under the ‘1+4’ strategy.

New talent policy in the Cooperation Zone creates favourable conditions for Macao people and enterprises

Ju Xiaoxi, deputy chief of the Science, Technology and Talent Division at ECDHengqin, gave a presentation on the previously released ‘Several Measures for Supporting High-Quality Talent Development in the Guangdong–Macao In-Depth Cooperation Zone in Hengqin’, highlighting major incentives including providing allowances for high-end talent and outstanding talent who meet the necessary requirements and are recruited by Macao; granting complementary funding for projects that bring R&D outcomes to the Cooperation Zone for pilot testing and commercialisation, serving as additional support alongside the Technology Research and Development Talent Funding Scheme under Macao’s Science and Technology Development Fund; and offering subsidies to facilitate cross-border practice for Macao professionals and boost entrepreneurship and employment for Macao youth in the Cooperation Zone.

Continuous efforts are made to promote talent policies and attract high-level global talent

Following the presentation, authorities from Macao and Hengqin responded to participants’ queries regarding the relevant talent policies and application rules for the talent recruitment programmes. In his speech, Frederico Ma Chi Ngai, chairman of the Macao Chamber of Commerce, expressed his gratitude to the authorities from both places for elucidating the talent policy frameworks for chamber members. He noted that talent policies are closely linked to the development of the industrial and commercial sectors, representing a significant opportunity for enterprise growth and industrial upgrading. The information session was conducive to deepening exchanges between the industrial and commercial sectors and the governments on talent-related matters, enabling member enterprises to more accurately grasp the core orientation of the talent policies and proactively leverage the MSAR Government’s talent initiatives.

The MSAR Government launched its third round of talent recruitment programmes in December 2025. To familiarise prospective applicants with relevant details, the Talent Development Committee has held a number of briefing sessions targeted at the general public, enterprises, higher education institutions and foreign nationals, among other audiences. Moving forward, sustained promotional efforts will be made to attract high-level talent to Macao, thereby building a stronger talent pool to support industrial diversification in the region.

The Talent Development Committee carries out a series of talent recruitment work to create conditions for attracting international talents

In order to actively position Macao as an international hub for high-calibre talents, the Talent Development Committee has been carrying out a series of talent-related work and continuously strengthening the promotion of its talent policies to attract top international talents to Macao. Furthermore, the Committee is enhancing cooperation with the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, leveraging resource advantages and achieving synergies to create a favourable environment for drawing in top talents so as to achieve the aim of ‘building nests to attract phoenixes’.

The efforts in talent recruitment have achieved positive results

In line with the SAR government’s development positioning of ‘Macao + Hengqin’ and in coordination with the orderly implementation of major projects such as Macao-Hengqin International Education (University) Town, the Committee has been strengthening collaboration with the Cooperation Zone to promote joint talent recruitment, including jointly exploring and studying the ‘Macao-Hengqin Talent Card’.  The Cooperation Zone held the ‘Press Conference on Supporting High Quality Talent Development in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin’ on 13 April. The alignment of rules and regulations between Macao and Hengqin will be advanced, thus improving the soft environment for attracting and serving talents in both places, and gathering more international talents.

The Committee has been continuously carrying out a series of talent-related work. Since the launch of the Talent Recruitment Programmes in 2023, it has successfully introduced academicians of the Chinese Academy of Engineering, gold medallists, winners of the Science Exploration Award, and leading figures from the four key industries. These talents have successively contributed to the development of Macao's four key industries. While supporting the diversified economic development of Macao, they are also nurturing local talents through ‘mentoring’ them.

Briefing sessions held on application and onboarding support

In conjunction with the launch of the third round of Talent Recruitment Programmes, the Committee has held four briefing sessions targeting enterprises, higher education institutions, and foreigners, attracting nearly 500 participants. To help more applicants from around the world understand the Programmes, additional briefing sessions will be held from May to August this year, providing live streaming and simultaneous interpretation services.

To increase the efforts in attracting talents and providing onboarding support for them, the Committee set up two interdepartmental working groups in 2025, namely the ‘Talent Promotion and Expansion Group’ and the ‘Talent Service Group’. By leveraging the role of its members as local contacts at Macao’s overseas offices, and participating in investment promotion events held inside and outside Macao, organised by members of the Commerce and Investment Promotion Institute and Economic and Technological Development Bureau, Macao’s talent policies are jointly promoted. Additionally, the working groups plan to hold thematic seminars in the second half of the year to help talents understand Macao’s industrial policies, thereby accelerating their investment and various development initiatives in Macao.

Government-society collaboration to elevate the level of policy promotion

In terms of promoting talent policies, the Committee held its first talent exchange event at the end of last year through government-society collaboration. Nearly 100 recruited talents interacted with government representatives from Macao and Hengqin, as well as representatives from local chambers of commerce and associations. The Committee also signed memoranda of understanding with three local business and trade associations to enhance resource sharing between the government and social sectors, jointly promote Macao's talent policies, and attract more international talents to Macao for their career development.

In addition, the Committee has launched the 'Talent Stories' series. Until now, 70 local and returning talents from various fields have been interviewed. They share stories about how they struggle, grow, and develop in Macao. Through their stories, the series tells the outside world that Macao is a vibrant city with many opportunities. In the future, the Committee will adhere to the principle of ‘recruiting the right talents, retaining and maximising them’. In line with national development strategies and Macao’s industrial layout, the Committee will continue to optimise talent introduction policies and service measures. Through various approaches and by leveraging different platforms, it will strive to promote Macao’s talent policies to local and foreign talents, so as to attract outstanding talents from around the world.

Macao Special Administrative Region’s 3rd Round of Talent Recruitment Programmes public briefing session will soon be open for registration

To facilitate public understanding of the details and application procedures for the 3rd Round of Talent Recruitment Programmes, the Talent Development Committee will organise two public briefing sessions. The first session is scheduled for 11:00 a.m. on 15 January 2026, with registration open from 3 to 10 January. Individuals from around the world who are interested in applying for the programmes are welcome to participate.

The Macao Special Administrative Region Government has launched the 3rd Round of Talent Recruitment Programmes, which will run from 2 December 2025 to 1 December 2026. The Programmes continue to accept applications globally under nine programmes targeting three talent categories, namely: the High-End Talents Programme, four Outstanding Talent Programmes and four Advanced Professionals Programmes. These programmes are aligned with the following key industries: Big Health, High-Tech, Modern Finance, as well as Cultural, Sports and Other Industries.

To enhance the public understanding of the programmes, following the earlier briefing sessions for enterprises, the Talent Development Committee will organise two public briefing sessions. The first session will be held at 11 a.m. on 15 January 2026. It will focus on introducing the application procedures, required documentation and key points for attention regarding the 3rd Round of Talent Recruitment Programmes. This will include an explanation of how applicants can utilise the upgraded functions of the e-application platform to better understand what documents are required for submission, thereby improving the accuracy of their applications. The session will also introduce the streamlined and fully digitalised approval process, which enables applicants to track the progress of their applications at any time. The briefing session will be accessible online as well, with simultaneous Portuguese interpretation provided.

The first public briefing session will accept registrations from 10 a.m. on 3 January 2026 until 5 p.m. on 10 January 2026. Talents Development Committee establishes funding programmes for master courses to develop Chinese-Portuguese bilingual elites

The Subgroup of Elite Developing Plan under the Talents Development Committee recently held the second meeting in the year of 2016, chaired by the Subgroup Leader Wu Zhiliang. The Committee had a discussion on the details of partnerships with University of Coimbra and New University of Lisbon from Portugal.

In order to meet the needs for talents as Macao advances, play a bigger role in connecting China and Portuguese-speaking countries, and hone the skills of talents in both language and professional areas, the Committee is discussing partnership with higher education institutions in Portugal to develop elites not only with language proficiency in both Chinese and Portuguese, but also with solid professional skills. Currently, the Committee is in working with the University of Coimbra to launch a master grants programme, which gives three extra quotas on top of the Postgraduate Scholarships provided by the Technical Commission on Granting Financial Aids for Postgraduate Studies (CTABE), creating more opportunities for Macao students to further their studies in Portugal. Besides, the Talents Development Committee is planning to launch a Lisbon MBA Funding Programme, whose courses will be jointly taught by New University of Lisbon, Catholic University of Portugal and Sloan School of Management of Massachusetts Institute of Technology, United States, in an effort to develop Macao elites in business administration. During the meeting, the committee members discussed the details of the above-mentioned programmes, including applicant qualifications, funding duration and payment method. It was agreed that the programmes will act as positive guides for Macao youth to upgrade professional skills.

The Committee Secretariat also updated the progress of cooperation with United Nations Educational, Scientific and Cultural Organisation (UNESCO). In an effort to create internship opportunities in UNESCO headquarter and affiliated organisations, allowing Macao youth to broaden horizons and gain experience, the committee is liaising with relevant authorities towards signing a cooperation agreement to implement the plans. The committee members were confident that Macao youth have the capabilities and language advantage to enter international organisations and play a role.

In the meantime, to provide more opportunities for Macao residents to participate in programmes co-hosted by Macao and overseas higher educational institutions, the Committee Secretariat has touched base with several colleges and universities, suggesting giving extra spots to Macao residents on top of the original programme capacity. As advised by the schools, programmes suitable for Macao residents are now accessible through hyperlinks on the website of the Talents Development Committee, who will continue to follow up with the Macao colleges and universities to put the recommendations into practice.

Application for “UNESCO Internship Program” 2017 Now Starts

The Talents Development Committee, the Macao Foundation and the Tertiary Education Services Office have jointly launched the “UNESCO Internship Program” (hereinafter referred to as ‘the Program’). Those admitted to the Program will be offer internships in UNESCO Headquarters, offices or their affiliated institutions with grants issued by Macao SAR Government. The duration for registration is from March 15 to April 13.

This Program is launched for the first time by the Macao SAR Government, to provide young people in Macao with opportunities to practice in international organizations, by which they could expand their international perspectives and promote their professional growths with the accumulating working experiences. Each year, up to 10 eligible Macao residents are allowed to practice in internship positions offered by UNESCO. Such positions cover: Social and Human Sciences, Science and Technology and Innovation, Human Resources, Communication, and Cultural Heritage. The internship of destinations include: Cameroon, Mozambique, and Peru.

Applications are available for those who hold a Macao Permanent Resident Identity Card, a certificate of professional degree (bachelor's or above) specified for the internship position issued in academic year 2015/2016 or academic year 2016/2017, and have the appropriate required language proficiency. The maximum duration of the internship is 12 months. The specific date of the internship is subject to the Admission Notice from UNESCO. The round trip travel expenses and the monthly living allowance of MOP$ 12,000 shall be granted by the SAR Government.

With the application documents reviewed and approved, a List of Candidates shall be prepared for UNESCO to make admission decision through selection. The finalized results shall be published on the website of the Talents Development Committee by the end of June.

Talents Development Committee strengthened exchange with professional associations and discussed framework for Incentive Plan for the Nurturing of Qualified Professionals

The Subgroup of Incentive Plan for the Qualified Professionals under the Talents Development Committee recently held the second Subgroup meeting in the year of 2016, chaired by the Subgroup Leader Van Iat Kio. Macao Professional Development Association was invited by the Secretariat of the Committee to attend the meeting, and both sides have exchanged ideas and explored the works on the development of local talents. After that, the Committee held a discussion on the framework of the Incentive Plan for the Nurturing of Qualified Professionals.

In the meeting, representatives of Macao Professional Development Association President Kou Chon Fai and Director Vong Kin Keong introduced the Association’s works related to talent development. Founded in 2010, the Association has members from different professional sectors. It has organized a number of activities including academic lectures, sharing sessions and seminars to assist enterprises to optimize planning and management of talents on one hand, and provide support to the youth in facilitating professional development on the other, fostering the improvement of the overall environment for local talents in Macao. Members of the Subgroup expected more opportunities to exchange ideas with other professional associations on the works for talent development.

Afterwards, members of the Subgroup held a discussion on designing the framework for the “Incentive Plan for the Nurturing of Qualified Professionals”, with the aim of setting up a financial aid framework to push forward the nurturing of different kinds of qualified professionals which would start with skills enhancement of talents in various professional sectors in Macao in the short run to enable those lacking of market to get more offers. In the future, it is expected to nurture a group of competitive high-level talents on a continuous and steady basis for the region. Based on the principle of fairness, the members of the sub-group carried out in-depth discussions on issues such as application method, required documents for application, composition of training proposal, approval criteria and the configuration of assessment expert group.

Delegates from Beijing Overseas Talents Center visited Talents Development Committee for symposium and briefing

To facilitate the exchange and cooperation between Macao and Mainland China in talent development, delegates from Beijing Overseas Talents Center visited the Talents Development Committee on May 10th. At a discussion with the committee members, the delegates shared their experience and policies adopted by Beijing on attracting overseas talents.

Yuan Fang, Director of Beijing Overseas Talents Center, introduced the main functions and work of the organization at the symposium. As China’s first overseas talent service organization at provincial/municipal level, the Center mainly conducts research on relevant plans and policies in Beijing, as well as providing comprehensive auxiliary services on career development and life condition for high-level talents from Hong Kong, Macao, Taiwan and foreign countries. Ma Jin, Deputy Director of the Liaison Office of the Leading Group for Beijing Talent Affairs in Hong Kong and Macao, gave an overview of the talent-related work of the Office, followed by a sharing session between the two sides on their respective talent introduction policies. The discussion and exchange between the committee members and the delegates of the Beijing Overseas Talents Center will serve as an important reference as the Committee makes future planning for local talent development in Macao.

Moreover, with the support from the Committee, Beijing Overseas Talents Center hosted a policy briefing with Macao’s university students at the Centre for Higher Education Students in the evening. Director Yuan Fang elaborated on the plans and relevant policies, with an emphasis on the supporting polices adopted at Zhongguancun to attract highly-educated and talented employees and entrepreneurs. The briefing enabled the university students in Macao to gain a deeper understanding of Beijing’s talent development policies.

The Committee will continue to work closely with the talent-related organizations and institutions in Mainland China in the future to host a variety of activities, and collect comprehensive information in the area of talent development.

Talents Development Committee discussed promoting residents’ participation in certification and enhancing professional skills

The subgroup of Incentive Plan for the Qualified Professionals and Skilled Talents Acquiring Plan under the Talents Development Committee recently held a joint meeting and continue to discuss the idea about promoting residents' participation in certification. Meanwhile, the Committee Secretariat also reported the follow-up case of "Government and enterprise on-the-job training and promote skills certification cooperation framework" (hereinafter referred to as "framework") and "certification center information platform" (hereinafter referred to as "certification center".

At the meeting, the Committee discussed about the incentive guidelines to promote high-skilled and practical talents certification plan. "More training, more outcomes, more reward" is desirable to be the standard for rewarding the residents that obtain results in further study and obtain licenses or professional qualifications in order to deepen the construction of society with knowledge and skills. Meanwhile, the committee continued to make in-depth discussions about the implementation scope and target of incentive certification. The committee has carried out a research earlier for five industries that includes hotel, catering, convention and exhibition, gaming and retail, and the data of talent demand that derived from the research is suggested to use as a reference. Then the first phrase of implementation scope is determined after further consolidation and analysis of the relevant information.

In addition, "Government and enterprise on-the-job training and promote skill certification cooperation framework" has been adopted at the Talents Development Committee assembly meeting in 2015 for the implementation of the three-in-one application talents training model "training, certification, employment", and which includes the promotion of employees’ training in enterprise, trainers’ training provided by the Government and certification information. At this stage, the Secretariat has notified different government departments and organizations that implemented the "framework", and follow up and collect the relevant implementation data regularly. It is desirable to enhance the residents' overall employment competitiveness through the cooperation between government, enterprises and organizations about on-the-job training and skills certification.

Subsequently, the Secretariat also reported the follow-up case of "certification center information platform". The platform integrates the information about training, certification and employment requirements to facilitate residents on career planning. Now local certification organizations are set out to collect the certification of information technology and business management on a trial basis. At this stage, the internal testing of the platform system development has been completed, and later the relevant certification institutions will be invited to do the testing and give some feedback. The Secretariat will continue to collect more certification information of different fields to encourage residents to participate in certification and enhance their professional skills in order to assist in gradually promoting the upward flow in the professional field.

Subgroup of the Program for Motivating Qualified and Specialized Talents enhances residents' participation in training and certification

The Subgroup of the Program for Motivating Qualified and Specialized Talents under the Talents Development Committee (hereinafter "SCDT") held its second meeting for the year 2015 on 11th August, chaired by Subgroup Leader Van Iat Kio. During the meeting, Secretariat of the Committee invited Kong Ngan, head of DSEJ's Division of Continuing Education to introduce the subsidy for the certification of the Continuing Education Development Program. After discussion, SCDT agreed to gather data on certification while effective subsidy can help encourage professionals from different sectors in Macao to engage in training and certification.

At the meeting, SCDT also followed up on the definitions of professional certification and qualification provided by the Statistics & Census Service of Macau (hereinafter "DSEC"). SCDT was invited by DSEC earlier to give advice on the questionnaire for the 2016 Population By-census. Data collection related to professional certification and qualification has been added accordingly while clearer definitions of professional certification and qualification have been established. Secretariat of SCDT also offered additional comments based on the needs of the work of the Committee.

Furthermore, to enable residents to more handily obtain systematic licensing information, SCDT is developing a one-stop licensing information platform (hereinafter "Licensing Centre") and the Subgroup of the Program for Motivating Qualified and Specialized Talents also discussed the design and direction of specialized talents related to the licensing centre. Committee members also carried out discussions on the major work of the subgroup in 2015 and in the future, they will continue to collect and collate data on certification subsidy for different professional areas from different government departments in order to analyse possible drawbacks of the current programs, and on the basis of the current "Continuing Education Development Program, carry out study on how to further utilize the program to encourage residents to participate in professional training and obtain professional certificate and licence.
