The third Guangdong–Hong Kong–Macao Greater Bay Area (GBA) High-Quality Talent Development Conference (hereinafter referred to as the ‘Conference’), jointly organised by the Talent Development Committee of the Government of the Macao Special Administrative Region, the Labour and Welfare Bureau of the Government of the Hong Kong Special Administrative Region, the Human Resources and Social Security Department of Guangdong Province, and the Hong Kong and Macao Affairs Office of the People’s Government of Guangdong Province, was successfully concluded several days ago.
The four-day Conference, held under the theme ‘Look Beyond the Horizon, Embrace Diversity and Inclusiveness, and Forge Ahead with Resolve to Build an International Hub for High-Calibre Talent’, featured a ‘Thematic Talent Expo’ and briefing sessions. It brought together government bodies and enterprises from Guangdong, Hong Kong and Macao, and was held concurrently and co-located with the 30th Macao International Trade & Investment Fair (MIF), the 2nd China-Portuguese-Speaking Countries Economic and Trade Expo (Macao) (CPLPEX), and the Macao Franchise Expo 2025 (2025 MFE) at the Cotai Expo, Venetian Macao. This multi-event collaboration created synergies, achieving resource integration and benefit maximisation.
Benefiting from the synergistic effect of the multi-event collaboration, the Conference saw increased public engagement. The four-day event attracted approximately 3,500 attendees, achieving its intended objectives. Furthermore, the Conference featured around 30 thematic speeches and briefing sessions, along with over 20 group tours, highlighting regional talent policies and corporate development prospects to the public. Covered sectors included the integrated tourism and leisure industry, financial services, technology, and healthcare, among others.
Now in its third year, the Conference has become a flagship regional cooperation initiative for the GBA. Through this event, the three governments showcase the regions’ talent policies and achievements, developmental advantages, and opportunities to the wider world, attracting top talent from across the globe to gather and develop their careers in the GBA. The Conference provides a high-level platform for dialogue, exchange, and collaborative innovation, injecting fresh momentum into the joint development of a high-calibre talent hub. Secretary for Social Affairs and Culture of the Government of the Macao Special Administrative Region, O Lam, stated that Macao government utilise the spatial advantages of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin to promote, in phases, the development of the Macao-Hengqin International Education University Town and the National-Level Regional University–Industry Technology Transfer Centre, as well as fully leverage the strengths of Macao’s four state key laboratories. These initiatives aim to create important platforms for nurturing and pooling talent in Macao. Simultaneously, by leveraging the Commercial and Trade Co-operation Service Platform between China and Portuguese-Speaking Countries, Macao serves as a two-way platform for ‘bringing in and going global’. She firmly believes that by leveraging the respective advantages of Guangdong, Hong Kong and Macao, the talent development in the GBA will be pushed to new heights.
Deputy Governor of Guangdong Province, Li Yun, expressed in his address that the Conference has become an important brand for collectively building a high-level talent hub in the GBA. Guangdong, Hong Kong, and Macao have continuously deepened cooperation in mutual integration and connectivity. The ‘Talent Link’, ‘Employment Link’, ‘Social Security Link’ and other initiatives have been thoroughly implemented in the GBA. This year’s Conference has established a high-level platform for dialogue, exchange, and collaborative innovation among government, enterprises, higher education institutions, and other sectors, while also injecting new momentum into promoting integration and connectivity among Guangdong, Hong Kong, and Macao, and jointly building a high-level talent hub. Deputy Chief Secretary for Administration of the HKSAR Government, Cheuk Wing-hing, mentioned that, talent is the core driver of social progress and economic development, as well as a key factor in building a high-quality GBA. The joint organisation of the Talent Conference by the government of the three regions, through consensus-building, resource integration, and platform co-development, will more effectively facilitate the advancement and implementation of talent policies, accelerating high-quality development in the GBA.

The theme of this year’s Conference is ‘Look Beyond the Horizon, Embrace Diversity and Inclusiveness, and Forge Ahead with Resolve to Build an International Hub for High-Calibre Talent’. Through this event, the three governments hope to showcase the GBA’s talent policies and achievements, as well as its advantages and opportunities for development, with a view to attracting talent from around the world to the GBA and promoting the building of a talent hub in the GBA.
Inviting industry leaders to share insights on GBA advantages and opportunities
The four-day Conference will be held at Cotai Expo, The Venetian Macao, featuring a Thematic Talent Expo and keynote speeches. The Thematic Talent Expo will bring together government agencies and enterprises from the three regions, namely Guangdong, Hong Kong and Macao, to display to the public information on industrial development, business investment, talent policy and development opportunities in the GBA. In order to further promote moderately diversified economic development, accelerate the integration of industry, academia and research, and strengthen technological innovation and international cooperation, the Science and Technology Development Fund (FDCT) has recently launched several new types of funding schemes. These schemes cover four major areas: scientific research and innovation, research platforms, international cooperation and science and technology talent. They aim to further advance the transformation of research outcomes, foster technological exchanges between Macao and Portuguese-speaking countries as well as global research institutions, and cultivate and attract science and technology talent, injecting new momentum into industrial development. To ensure that the academic sector, enterprises and researchers have a clearer understanding of the details of the new schemes, FDCT has recently held dedicated briefing sessions targeting representatives from higher education institutions and technology enterprises, where the application criteria, assessment standards and scope of support of each funding scheme were introduced in detail.
Focusing on Industry Needs and Promoting Research Commercialisation To facilitate collaborative innovation between universities and enterprises and promote the transformation of research outcomes, FDCT will launch the "Scientific Research and Innovation Funding Scheme – Demand-driven Type" this year, encouraging academia to conduct applied research in response to the actual needs of enterprises, thereby advancing technological implementation. The scheme addresses technical bottlenecks of enterprises in Macao and the Guangdong-Macao In-depth Cooperation Zone in Hengqin, and incorporates enterprise needs into the application guidelines, guiding research forces to effectively align with industrial development. This year, a total of 21 technological needs from enterprises have been announced, covering four major areas: Traditional Chinese Medicine and the big health industry, biomedicine, digital technology, and integrated circuits. In addition, the newly launched "Scientific Research and Innovation Funding Scheme – Translational Entrepreneurship Type" focuses on supporting the commercialisation of scientific research achievements from higher education institutions, helping research results to enter the market through the establishment of start-ups, and contributing to the enhancement of Macao’s innovation and technology ecosystem.
Strengthening Platform Support and Enhancing Technological R&D and Industrial Development In order to pool scientific research talent and superior technological resources, explore frontier research, promote collaboration among industry, academia and research, and facilitate the transformation of outcomes, FDCT has launched the "Research Platform Funding Scheme". Through the construction of multi-level platforms, the scheme seeks to play a catalytic role in improving the research conditions in Macao and strengthening its technological capacity. The scheme includes six types of platforms: national-level platforms, R&D platforms, translational platforms, joint platforms, support platforms, and equipment-based platforms.
Deepening International Cooperation and Expanding the Portuguese-speaking Technology Network In terms of international cooperation, FDCT has launched the "Funding Scheme for External Scientific and Technological Cooperation – International Collaborative Research Type" to promote joint research between Macao and leading global research institutions. Meanwhile, the "Funding Scheme for External Scientific and Technological Cooperation – Joint Funding Type (FDCT and São Paulo Research Foundation of Brazil)" will further strengthen technological cooperation between Macao and Portuguese-speaking countries (such as Brazil), leveraging Macao’s unique role as a “Sino-Portuguese Platform for Technological Cooperation” to promote cross-border technology exchange and industrial connectivity.
Comprehensive Support for S&T Talent – Building a Hub of Innovation Talent is the key driver of technological development. To this end, the FDCT has launched the “Funding Scheme for S&T R&D Talent in Macao”, which includes:
Enterprise R&D Talent Type, to support enterprises in cultivating and attracting R&D talent, thereby enhancing their innovation capabilities;
Postdoctoral Type, to fund local higher education institutions in recruiting postdoctoral researchers and strengthening high-level scientific research capabilities;
Talent Repatriation Type, to encourage overseas Macao-origin S&T talent to return and contribute to the local innovation ecosystem;
Talent Introduction Type, to attract world-class S&T talent to Macao and enhance the city’s international competitiveness in research and development.
