The Macao SAR Government strongly encourages the youth to work hard in order to fulfil their dreams. Therefore, qualified entrepreneurs can get the government to provide them with funding, offices, information exchange platforms, between many other ways of support.

Young Entrepreneurs Aid Scheme

To encourage the youth of Macao to explore new options and opportunities other than traditional career tendencies and realize their entrepreneurship aspirations and thereby foster economic diversification and innovation in Macao, the SAR Government has introduced the Young Entrepreneurs Aid Scheme to provide repayable interest-free financial assistance to businesses run by Macao’s young entrepreneurs to alleviate their financial pressure during the early stage of their entrepreneurship.

The scheme was introduced in August 2013 to offer Macao’s first-time young entrepreneurs a maximum loan amount of MOP 300,000, with a maximum repayment period of 10 years. After being modified in 2017 and 2024, the beneficiaries of the scheme are no longer limited to first-time young entrepreneurs, but also young entrepreneurs who already have experience in running businesses. The scheme also enhances training of young entrepreneurs and extends the repayment period. Sectors benefited by the scheme include mainly retail, restaurants and hotels, corporate services, and personal services including automobile and motorcycle repair and beauty salons, education and medical health, as well as wholesale.

Macao Young Entrepreneur Incubation Centre

To further improve the supporting measures for youth entrepreneurship, the SAR Government established the “Young Entrepreneur Incubation Centre” (MYEIC) under the Macao Economic Bureau (now known as the Economic and Technological Development Bureau) in 2015 in the hope of providing diversified and up-to-date entrepreneurial support to the youth of Macao.

In 2017, MYEIC was relocated to the NAPE district (Unit B, 3rd Floor, The Carat, 29 Avenida do Governador Jaime Silvério Marques, Macao). It operates round-the-clock, providing a range of support services to its residing young entrepreneurs, including: co-work space; legal, taxation and accounting consultancy services; referral to one-stop business incorporation services; expert consultant assistance; roadshow/investment matching; training; exchange; and assistance for moving in Mainland/overseas incubators.

To support the SAR Government’s “1+4” appropriate diversification strategy and strengthen the comprehensive joint promotion of the work on industrial development, livelihood integration, bridging of rules, harmonization of mechanisms between Hengqin and Macao, MYEIC was relocated to the 16th and 19th floors of Edif. Centro Comercial Nam Tung at 517 Avenida da Praia Grande, Macao from 1 May 2025.

MYEIC is committed to providing diversified entrepreneurship support services for young people in Macao, incubating promising entrepreneurial projects and assisting young entrepreneurs to start up smoothly for the development of youth start-ups.

SMEs Service Platform

Jointly established by the Macau Youth Entrepreneur Association, Bank of China SME Service Centre and Macao Daily News ‘Economy’, the SMEs Service Platform is a web-based platform focusing on interactions between young entrepreneurs, banks, specialist teams, SMEs and young business entrepreneurs.

Apart from policy information, it emphasises bank financial analysis and diagnosis of specialised enterprise management to improve business models, inspire new business thinking, promote multi-industry and cross-discipline exchanges, help SMEs develop, and enhance management standards on a continued basis. It also makes use of this platform to provide market information, business support and business matching and enables the function of e-commerce. It also hopes to help local SMEs develop and grow via support and assistance.
