Talent Development Committee Holds Second General Conference

The Talent Development Committee held its second general conference at the Government Headquarters of Macao on 8th July. Presided over by Chui Sai On, President of the Committee and Chief Executive of Macao, this general conference primarily presented the work reports of its three specific task forces, discussing future job plans and internal regulations.

In this general conference, the president first thanked all of the members for their endeavours and contributions in participating in the work of specific task forces over the past period of time. He added that this general conference, to a certain extent, served to link the past and the future. Apart from listening to the interim achievements and future plans of each task force, the direction of each task could be clarified via discussion in the conference so that the Committee could implement them step by step over a period of time.

Subsequently, Dr. Eric Yeung Tsun Man (Convener of the Task Force for Planning and Evaluation), Dr. Wu Zhiliang (Convener for the Task Force of the Talent Training Programme) and Lao Pun Lap, (Director / Convener of the Task Force for Encouraging Talent to Return to Macao), separately reported the achievements made by them over time and the future work plans of these three task forces.

The content mainly involved: extensively collecting information about local talent in order to gradually set up a ‘Talent Information Database’ as the scientific basis for the formulation of talent cultivation policies and measures; reviewing and consolidating existing talent cultivation programmes to comply with the implementation of the three programmes cultivating elite, specialised talent and application-oriented talent while launching a relatively sophisticated project within a short run.

This would take the urgency of social demand into consideration to determine the key professions and industries in talent cultivation, study how to support residents to obtain relevant industry and professional licences, gather current vocational training information and comprehensively view, adjust and supplement it so that the relevant training can match social demands more intimately and the career development of trainees.

This would also accommodate suggested adjustment for the entry provisions of the public sector to spur those Macao people fostered by different systems in the world, to return to Macao for development, collecting the data of Macao talent in other regions and strengthening contact with them, studying how to invite overseas Macao talent to understand local development in recent years since the 15th anniversary of the Macao handover.

Later, members of the Committee actively proposed their opinions and suggestions regarding the report content of the three task forces, greatly inspiring the task forces on how to further optimise their work. Meanwhile, Secretary-general Sou Chio Fai introduced the draft of internal regulations for this Committee and solicited opinions from members.

Prior to the conclusion of this general conference, the president encouraged members to make persistent efforts. He said that the jobs being done by each member will lay a sound and solid foundation for the long-term prosperity and progress of the Macao SAR. The establishment of a talent cultivation system, mechanism and framework will become a ladder for the constant growth and improvement of Macao residents, introducing more diversified opportunities and assisting them to succeed in accordance with their abilities and interests, while driving social development.
