FDCT Launches New Funding Schemes to Support the Moderately Diversified Economic Development

In order to further promote moderately diversified economic development, accelerate the integration of industry, academia and research, and strengthen technological innovation and international cooperation, the Science and Technology Development Fund (FDCT) has recently launched several new types of funding schemes. These schemes cover four major areas: scientific research and innovation, research platforms, international cooperation and science and technology talent. They aim to further advance the transformation of research outcomes, foster technological exchanges between Macao and Portuguese-speaking countries as well as global research institutions, and cultivate and attract science and technology talent, injecting new momentum into industrial development. To ensure that the academic sector, enterprises and researchers have a clearer understanding of the details of the new schemes, FDCT has recently held dedicated briefing sessions targeting representatives from higher education institutions and technology enterprises, where the application criteria, assessment standards and scope of support of each funding scheme were introduced in detail.

Focusing on Industry Needs and Promoting Research Commercialisation
To facilitate collaborative innovation between universities and enterprises and promote the transformation of research outcomes, FDCT will launch the "Scientific Research and Innovation Funding Scheme – Demand-driven Type" this year, encouraging academia to conduct applied research in response to the actual needs of enterprises, thereby advancing technological implementation. The scheme addresses technical bottlenecks of enterprises in Macao and the Guangdong-Macao In-depth Cooperation Zone in Hengqin, and incorporates enterprise needs into the application guidelines, guiding research forces to effectively align with industrial development. This year, a total of 21 technological needs from enterprises have been announced, covering four major areas: Traditional Chinese Medicine and the big health industry, biomedicine, digital technology, and integrated circuits. In addition, the newly launched "Scientific Research and Innovation Funding Scheme – Translational Entrepreneurship Type" focuses on supporting the commercialisation of scientific research achievements from higher education institutions, helping research results to enter the market through the establishment of start-ups, and contributing to the enhancement of Macao’s innovation and technology ecosystem.

Strengthening Platform Support and Enhancing Technological R&D and Industrial Development
In order to pool scientific research talent and superior technological resources, explore frontier research, promote collaboration among industry, academia and research, and facilitate the transformation of outcomes, FDCT has launched the "Research Platform Funding Scheme". Through the construction of multi-level platforms, the scheme seeks to play a catalytic role in improving the research conditions in Macao and strengthening its technological capacity. The scheme includes six types of platforms: national-level platforms, R&D platforms, translational platforms, joint platforms, support platforms, and equipment-based platforms.

Deepening International Cooperation and Expanding the Portuguese-speaking Technology Network
In terms of international cooperation, FDCT has launched the "Funding Scheme for External Scientific and Technological Cooperation – International Collaborative Research Type" to promote joint research between Macao and leading global research institutions. Meanwhile, the "Funding Scheme for External Scientific and Technological Cooperation – Joint Funding Type (FDCT and São Paulo Research Foundation of Brazil)" will further strengthen technological cooperation between Macao and Portuguese-speaking countries (such as Brazil), leveraging Macao’s unique role as a “Sino-Portuguese Platform for Technological Cooperation” to promote cross-border technology exchange and industrial connectivity.

Comprehensive Support for S&T Talent – Building a Hub of Innovation
Talent is the key driver of technological development. To this end, the FDCT has launched the “Funding Scheme for S&T R&D Talent in Macao”, which includes:

  • Enterprise R&D Talent Type, to support enterprises in cultivating and attracting R&D talent, thereby enhancing their innovation capabilities;
  • Postdoctoral Type, to fund local higher education institutions in recruiting postdoctoral researchers and strengthening high-level scientific research capabilities;
  • Talent Repatriation Type, to encourage overseas Macao-origin S&T talent to return and contribute to the local innovation ecosystem;
  • Talent Introduction Type, to attract world-class S&T talent to Macao and enhance the city’s international competitiveness in research and development.

Dedicated Briefing Sessions to Facilitate Interaction and Communication
During the dedicated briefing sessions, FDCT representatives provided detailed explanations of the funding schemes recently launched, helping applicants better understand the objectives, key considerations and application details. The sessions also facilitated in-depth interactions between FDCT representatives and participants, during which questions were answered and feedback collected, with the aim of continuously improving the fund’s management mechanisms to better serve the research community.

Prolongamento do prazo de inscrição no “Projecto de Estágio na UNESCO”

      A Comissão de Desenvolvimento de Talentos (adiante designada por Comissão) e a Fundação Macau continuam a coorganizar o Projecto de Estágio na Organização das Nações Unidas para a Educação, a Ciência e a Cultura (UNESCO). Devido ao impacto da pandemia do novo tipo de coronavírus, o prazo de inscrição será prolongado até 22 de Junho. Todos os residentes permanentes de Macau que possuam habilitação, capacidade linguística e outras qualificações exigidas para o preenchimento das vagas e, ainda, que tenham, até 31 de Dezembro de 2020, idade igual ou inferior a 30 anos, podem apresentar a sua candidatura ao projecto em epígrafe.

      Este ano, a UNESCO vai proporcionar oito (8) vagas relacionadas com as áreas da Educação, Gestão da Informação e do Conhecimento, Supervisão e Avaliação de Projectos, Ciências Naturais, Património Cultural e outros projectos socioculturais. O estágio vai decorrer nos seguintes cinco países: Cazaquistão, Samoa, Nepal, Peru e Camarões. Através da prática, os estagiários podem aprender e conhecer o funcionamento das Nações Unidas, cultivando a competência do trabalho independente, da coordenação multilateral, da capacidade organizacional e da comunicação e técnicas de resposta em equipas interculturais.

      Os candidatos admitidos pela UNESCO poderão obter os seguintes apoios financeiros, concedidos pelo Governo da RAEM, abono para as despesas de transporte nas deslocações até ao local do estágio e regresso a Macau, subsídio mensal de subsistência no valor de 12.000 patacas e um apoio financeiro de 20.000 patacas, concedido de uma só vez, para pagamento, entre outras, das despesas decorrentes do seguro e do visto.

A Comissão de Desenvolvimento de Talentos reuniu-se online com os talentos de Macau no exterior para troca de opiniões sobre empreendedorismo

        Empenhada em criar laços entre os profissionais de Macau, de diferentes domínios, que se encontram no estrangeiro e as organizações e entidades locais competentes, a Comissão de Desenvolvimento de Talentos convidou os talentos de excelência, que criam negócios ou exercem actividades na área da tecnologia informática no mundo, para participarem numa reunião online, com o objectivo de trocar opiniões sobre o empreendedorismo e a sua intenção de regressar a Macau.

       Estiveram presentes, na reunião online, as seguintes individualidades: Aglaia Kong, directora executiva da ExaLeap, Kong Un Kong, chefe de Desenvolvimento Comercial da ExaLeap, Ho Kuok Tou, fundador e director executivo da Pachira, Dr. Angus Cheong, fundador do eRS, Wong Su Chin, director executivo da Fnetlink, Wong Kuai Leng, directora-geral da Doublenet, Dr. Che Weng Keong, chefe do Departamento de Cooperação, Ciências e Tecnologia do Ensino Superior, da DSES e Tylor Ian, director do Departamento Jurídico e de Fixação de Residência do IPIM. A Comissão esteve representada pelos seguintes membros: Dr. Lau Ion Tong, director do Colégio Chao Kuang Piu da Universidade de Macau, Lam Chi In, secretário-geral da Associação de Convenções e Exposições de Macau e Dr. Toa Charm, fundador do OpenCertHub.

        Durante a reunião, os empreendedores partilharam a sua experiência de trabalho, bem como a experiência do empreendedorismo no Interior da China, nos Estados Unidos da América e em Macau. A maioria dos participantes concordou que, na sequência do impacto da indústria das telecomunicações e da tecnologia da inteligência artificial em diversos sectores, assim como a necessidade do desenvolvimento da cidade inteligente de Macau, são notórios os aspectos vulneráveis do empreendedorismo na sociedade de Macau, como por exemplo a tecnologia e a insuficiência do mercado, e que os jovens têm pouca iniciativa para experimentarem uma indústria emergente.

        Com base na anterior experiência de empreendedorismo, os participantes acreditam que se possa aproveitar o papel de Macau enquanto plataforma de comércio e atrair, através de políticas, a indústria de alta tecnologia para se fixar em Macau sob a forma de sucursal ou filial para promover actividades no mercado chinês atraindo as novas tecnologias de ponta do estrangeiro. Na opinião de alguns participantes, o Governo da RAEM deve insistir para que a orientação seja através das empresas e do mercado, e adoptar, ao mesmo tempo, um planeamento adequado e uma distribuição de recursos às indústrias de tecnologia emergentes conforme a situação real do mercado. Quanto à formação de talentos empreendedores, os participantes revelaram que, em relação à educação de Macau, o Governo deve reforçar a Educação STEM (Ciência, Tecnologia, Engenharia e Matemática), bem como o desenvolvimento do pensamento inovador dos jovens, para perceber a tendência do desenvolvimento da sociedade e dos sectores, com vista a consolidar o alicerce do empreendedorismo.

        A Comissão de Desenvolvimento de Talentos vai continuar a reforçar a relação com os talentos de Macau no exterior através de várias plataformas e meios, com o intuito de impulsionar o intercâmbio entre os talentos de diferentes sectores e apoiar o desenvolvimento dos diversos sectores de Macau.

PhD studentship in Biomedical Sciences (starting August 2018)

The Faculty of Health Sciences at the University of Macau is seeking a highly motivated PhD candidate to perform structural studies on key cell‐cycle protein complexes under the supervision of Associate Professor William Chao.

 

The Chao laboratory focuses on using structural biology and in vitro biochemical reconstitution to investigate crucial cell‐cycle mechanisms. Professor Chao has extensive experience in determining multi‐subunit protein complexes with research articles published in peer-reviewed journals including Nature, Molecular Cell, and Cancer Discovery.

 

The appointed student will be given the opportunity to master state‐of‐the‐art techniques in protein complex reconstitution and structure determination as well as acquiring new techniques from collaborators’ laboratories.  

 

Applicants must hold a bachelor or master degree in relevant areas of natural sciences.  Previous experience in molecular biology and structural biology will be of advantage.
